Information Office of Jilin Provincial Government holds press conference to interpret new talent policy of Jilin city

On the afternoon of September 13, the Information Office of Jilin Provincial Government held a press conference in which Shao Bo, member of the Standing Committee of the Jilin Municipal Party Committee and head of the Organization Department, made a detailed interpretation of the “one opinion and six methods” talent policy of Jilin city. Heads of the Jilin Municipal Bureau of Human Resources and Social Security, the Jilin Municipal Bureau of Education and the Jilin Municipal Bureau of Industry and Information Technology attended the press conference and answered reporters’ questions.

Focusing on the “one pillar, six doubles” high-quality development strategy, the “four orientations, six industrial clusters, four major plates and five county economic growth poles” development strategy” of Jilin city, as well as talent attraction, training, evaluation and service, Jilin city has formulated and issued implementation opinions on stimulating the innovative vitality of talents and promoting its development strategy and six methods on the implementation of introducing 10,000 college graduates to help enterprises develop, revitalizing rural areas with talents, attracting high-end talents for key industries, cultivating private entrepreneurs, training skilled workers and making talents return to hometown, so as to make great efforts to remove systemic and institutional barriers that restrict talent introduction and training and to develop itself into a talent highland in the province and a first-class talent ecological model city in the country.

The talent policy of “one opinion and six methods” mainly highlights three major contents. The first is to inject more vitality into the use of public establishment, the employment autonomy of public institutions and the evaluation of professional titles to remove talent work barriers. The second is to pay close attention to the directions of industries, enterprises and the frontline to promote the flow of talents to enterprises and the grassroots frontline. The third is to encourage private entrepreneurs, support the transformation of scientific research achievements and reward skilled workers to stimulate the vitality of innovation and entrepreneurship.

The press conference emphatically introduced the actions of attracting 10,000 college graduates to help enterprises develop, cultivating private entrepreneurs and making talents return to hometown. It is reported that Jilin city makes plans for introducing 10,000 full-time college graduates with bachelor’s degree or above in three to five years to further stimulate and release the great potential and vitality of them, cultivating 100 outstanding private entrepreneurs to further stimulate their entrepreneurial spirit and to create a social atmosphere of respecting businessmen and valuing enterprises, and attracting 5,000 Jilin talents to return home to further help rural revitalization and to serve the construction of hometown.
