Since the 13th Five-Year Plan, Jilin province has actively promoted the response to climate change by strengthening target assessment, playing the role of macro regulation, optimizing regulatory services and boosting the development of carbon emissions trading market and has exceeded the target task of reducing carbon emission intensity in the 13th Five-Year Plan issued by the state.
This year is the first year for the implementation of the 14th Five-Year Plan, as well as a crucial year for promoting high-quality development and eco-environmental progress. Since the beginning of the year, the province has been actively responding to the impact and challenges brought by the COVID-19 epidemic, and at the same time, it has continued to promote the work of addressing climate change and unswervingly followed the path of green and low-carbon development. In the first half of 2021, the province’s air quality improvement range ranked first in the country, with 88.6% of the days with good air, 5.9 percentage points higher than that of the same period last year. The average PM2.5 density was 32 micrograms per cubic meter, down 8 micrograms year on year. There were 9 days of heavy pollution, a year-on-year decrease of 30 days.
Actively promote the construction of carbon market. 113 key emission units were organized to complete the greenhouse gas emission report, third-party verification institutions were organized to complete the carbon emission verification and review of 64 key emission units in the power generation industry, the pre-allocation of carbon emission quotas of 48 power generation enterprises was completed, and power generation enterprises were encouraged to participate in the online trading of the national carbon market. The province has organized technical support units to formulate plans to address climate change and has coordinated the work of coping with climate change from the aspects of scientific construction of climate change index system, task system and guarantee system. At present, the first draft has been basically formed.
Clarify the goal of reducing carbon emission intensity. According to the requirements of the Notice (No. 8, 2021) on Issuing the Main Indicators of the National Economic and Social Development Plan in 2021 issued by the Jilin provincial government, the reduction rate of carbon dioxide emission per unit GDP will be included in the main indicators of the national economic and social development plan of Jilin province in 2021.
Advance important basic work to address climate change. The 2019 provincial greenhouse gas inventory was completed, and the 2020 provincial low-carbon pilot demonstration project was concluded and accepted. The province has carried out training sessions on carbon market construction this year, and about 140 people from 113 key emission units have been guided. The province has also launched research on five topics in the field of coping with climate change.
